In recent years, my country's renewable energy has developed rapidly. As of the end of June this year, the installed capacity of renewable energy power generation across the country reached 971 million kilowatts. From January to June, the country's renewable energy power generation capacity reached 1.06 trillion kWh. However, the shortcomings and problems of the power system, such as insufficient flexibility and insufficient adjustment capacity, are prominent, which restrict the development of a higher proportion and larger scale of renewable energy. In the scale of grid-connected consumption, power grid enterprises should bear the main responsibility, and power supply companies should appropriately undertake the responsibility for grid-connected consumption of renewable energy.

The "Notice" pointed out that in addition to grid companies undertaking the guaranteed grid connection responsibility of wind power and photovoltaic power generation and other renewable energy sources, renewable energy power generation companies that still have the willingness to invest in construction are encouraged to build energy storage or peak-shaving resources on a voluntary basis. Increase the grid-connected scale, or undertake peak-shaving responsibilities through market-based transactions with peak-shaving resource market players to increase the grid-connected scale of renewable energy power generation capacity.

The "Notice" stated that in terms of ratio requirements, in order to encourage market-oriented participation of power generation companies in the construction of peak-shaving resources, the scale beyond the guaranteed grid connection of power grid companies will initially be allocated with a pegged ratio of 15% of power (more than 4 hours). Peak capacity, priority grid connection for construction with a hook-up ratio of more than 20%.

Industry insiders believe that the "Notice" will further promote the development of wind power, photovoltaic power generation, hydropower, thermal power, and energy storage integrated project development models, further promote the transformation of new energy from the main body of electricity to the main body of electricity and power, and better build a new energy-based system. In Shi Jingli's view, the new market-oriented grid-connected wind power and photovoltaic power generation projects and the configured peak-shaving and energy storage capacity should be completed and synchronized to the grid.
